  COMMON: Add version check around MSVC (v)snprintf compatibility layer

Visual Studio 2015 apparently fixed the issue by implementing a proper
C99-compliant (v)snprintf. Boost 1.69.0 depends on that, breaking
compilation with our version-unrestricted #define.
